Officers found 550g of heroin and 40g of cannabis in searches in Kincardine, Fife.
Police said the haul had a combined estimated street value of £55,000.
The drugs were discovered when detectives executed search warrants at addresses in Rosebank Gardens and Mercer Street on Friday.
A 27-year-old man and 43-year-old woman have been arrested in connection with the drugs bust and are expected to appear at Dunfermline Sheriff Court later.
