Two men, aged 23 and 34, were also arrested after police found cocaine with an alleged value of £24,000 at a house in Livingston.
They were both charged with drugs offences and will appear at the town's Sheriff Court on Monday.
The teenager will be separately reported to the procurator fiscal, a police spokeswoman said.
