Finance secretary Derek Mackay has set out his tax and spending plans for the forthcoming year.

Mackay's inaugural speech in the finance and economy brief on Thursday was also the first in which the Scottish Government had the option of using new tax powers from Westminster.

The aftermath was dominated by a row between the SNP and Labour over funding to local government. Mackay said he was giving councils £241m in additional cash but Labour said the small print showed hidden cuts of £327m.
