Glasgow City Council to increase council tax by 3%

Glasgow City Council will increase council tax for the first time since 2005.
Scotland's largest local authority confirmed it will increase council payments by 3% in April.
The tax rise will come into force just weeks before local government elections.
Changes to properties in bands E, F, G and H by the Scottish Government mean householders will pay more before the 3% rise comes in.
Council leader Frank McAveety said: "Raising council tax will support frontline services while protecting the most vulnerable in our city.
"One in four households will not pay a penny more - and we can avoid around £7m of the most difficult cuts, which would otherwise hit every community across the city."
A final decision on the move will be made in February.
The Scottish Government has set a maximum annual cap on council tax rises of 3%.
