Iain Duncan Smith got a raucous reception when he spoke at a conference in Edinburgh on changes to the benefits system, with one protester calling him a "ratbag" for his proposals.
The Coalition government has been accused in some quarters of creating a new poll tax with its plan to cut housing benefit for people with spare rooms - the so-called bedroom tax.
So is the measure a radical and necessary idea to combat overcrowding, a pernicious charge that attacks the poorest, or a distraction from the wider question of why more houses aren't being built?
