Rangers, however, have made a fresh approach for the 23-year-old centre-back as Steven Gerrard looks to strengthen his defence following Bruno Alves' move to Parma.
The Ibrox side confirmed their eighth and ninth summer signings earlier on Tuesday as midfielder Lassana Coulibaly and attacker Umar Sadiq arrived on loan.
Cooper made 42 appearances for Millwall last season after joining from Championship rivals Reading last summer.
The former England youth international was part of the joint-third strongest defence in the Championship.
