Roberto Martinez's side enjoyed the better of the first half, with Eden Hazard proving a constant threat down the left flank.
Spurs goalkeeper Hugo Lloris was in inspired form between the sticks, however, and made a series of impressive stops to keep Belgium at bay.
France improved after the interval and grabbed the lead when Umtiti beat Marouane Fellaini to the ball to nod home from close range.
The Red Devils charged forward in search of an equaliser thereafter, but Dider Deschamps' well-drilled side smothered threatening attacks to preserve their advantage.
France will now face either England or Croatia in the final.
